On February 19, 2026, the City of Greeley’s Homeless Solutions Department and United Way of Weld County will host a Night of Remembrance at Lincoln Park beginning at 5:30 p.m. The event is organized to honor those lost in the unhoused community.

The program will include a special remembrance for Carla Pharr. Carla was known for her humor, warm hugs, and love for collecting unique items. She was a mother, sister, daughter, and friend who completed high school and worked regularly at JB’s Drive-In. In 2024, Carla was fatally struck by a car near Hwy 34 after stopping to help a friend.

Carla’s sister, Rosalind, who has been a member of Greeley’s Permanent Supportive Housing program since 2023, continues to honor Carla by advocating for safety improvements. Rosalind has introduced a campaign called “Carla’s Crossing” with plans to lower speed limits and add signage near the location where Carla was struck.
